Calling All Techies

My PC monitor is doing something strange. It is displaying a bluish haze across the entire screen and there are horizontal lines about an inch apart from top to bottom. I unhooked it from the cpu like the manual said to do and the picture still looked the same. I think my monitor is going bad. What do you all think?
